The Homelessness Reduction Act, passed on 27 April 2017 after Bob Blackman’s private-member’s bill and backed by the charity Crisis, expanded local authorities’ duty to prevent homelessness and added groups such as 16-17-year-olds and care leavers. The Grenfell Tower fire in June 2017 heightened public focus, and the act set a goal to halve rough sleepers from about 4,800 in 2017.
