Boohoo fined €2.3 million by French regulator for deceptive discounts

On August 20, France’s Directorate-General for Competition, Consumer Affairs and Fraud Control (DGCCRF) imposed a €2.3 million (£2 million) fine on British fast-fashion retailer Boohoo. The watchdog concluded that the company’s French-language website displayed “deceptive trade practices,” including fake sale prices and prohibited use of terms such as “leather” or “suede” for synthetic items.
Scope of the violations
The DGCCRF’s audit of hundreds of product listings found that 95 % of the examined ads breached French consumer-protection rules:
- 40 % offered no genuine price reduction.
- 7 % provided a discount smaller than advertised.
- 48 % actually raised the price before applying a discount.
These practices gave shoppers a false impression of savings, the regulator said.
Background and recent challenges
Boohoo, now part of the recently rebranded Debenhams Group, has faced a series of regulatory and competitive pressures. Four years earlier the firm settled a $100 million U.S. lawsuit alleging sham promotions in California, a settlement reached “without admission of liability.” At the same time, the company has been contending with intensified competition from low-price rivals such as Shein, Temu and second-hand platform Vinted, as well as higher delivery costs and new European packaging and textile-waste regulations.

Boohoo’s spokesperson characterised the issues as “historic” and linked them to a specific management period.

The fine arrives amid a broader French crackdown on fast-fashion business models. In July 2025, Chinese platform Shein was penalised €40 million for similar misleading discount practices. French lawmakers have also passed anti-fast-fashion legislation targeting “disposable” clothing, signalling tighter oversight for online retailers operating in the EU.
