Historical Context

France’s National Assembly passed a face-covering ban on 13 July 2010 with a 335-1 vote; the law took effect in April 2011 and was upheld by the European Court of Human Rights in 2014. Inspired by that precedent, Portugal’s parliament approved a similar decree in October 2025, which President António José Seguro signed into law on 19 August 2026.
