Historical Context

After the 1991 Tailhook Association convention in Las Vegas, where 83 women and 7 men reported sexual assault, the Navy’s mishandling prompted Secretary of the Navy H. Lawrence Garrett III to refer the case to the DoD Inspector General in June 1992. Congressional cuts of 10,000 administrative positions and new sexual-assault prevention measures followed, and DoD reporting now shows a gradual decline in annual assaults.
