Typhoon Narra Triggers Massive Floods, Evacuations and Relief Efforts in Southern China and Vietnam

Typhoon Narra, the 19th named storm of the 2026 Pacific season, battered Guangxi Zhuang Autonomous Region from August 21, producing rising water levels, flooding low-lying areas of Shangsi county and submerging roads in Chongzuo city. In Vietnam, the storm’s outer bands dumped 236 mm–300 mm of rain in Lang Son and Cao Bang on August 24, causing landslides, one death and the displacement of more than 4,300 households. State broadcaster CCTV reported that China relocated about 54,000 people, including 8,087 who entered emergency shelters, while power outages affected roughly 55,000 families and over 10,000 hectares of rice and other crops were destroyed.

China’s Ministry of Water Resources activated a Level-IV emergency response for Guangdong, Guangxi and Hainan, ordering intensified rainfall and river monitoring, reservoir safety checks, and prompt evacuations of high-risk zones. The Office of the National Commission for Disaster Reduction and Relief, the Ministry of Emergency Management and the National Food and Strategic Reserves Administration dispatched 20,000 relief items—folding beds, quilts, towels, blankets, raincoats and boots. A public-private coordination mechanism added 27,000 additional supplies, including bottled water, instant noodles, bread, buckets, sleeping mats and emergency kits, delivered by foundations such as the Tencent Foundation, Beijing Bytedance Foundation, Beijing Meituan Foundation and the China NGO Center for Disaster Risk Reduction. No casualties have been reported in China to date.

Heavy rains forced the suspension of high-speed and conventional train services on several coastal corridors, including the Yunnan-Beihai, Qinzhou-Fangchenggang and Fangchenggang-Dongxing lines. Passengers were advised to monitor the China Railway 12306 platform for refunds, which would be processed automatically within five days. The storm also postponed the launch of the uncrewed Chang’e-7 lunar mission from Hainan’s Wenchang Space Launch Site, with officials stating the spacecraft did not meet launch conditions.

Forecasts call for continued heavy to torrential rain across southern and western Guangxi, Guangdong and Hainan through the end of the week, with river levels expected to rise in the Zuojiang, Mingjiang and other tributaries. Authorities have urged residents to stay alert, maintain updated high-risk area catalogs, and prepare for possible additional evacuations as the region remains vulnerable to further flooding and the approaching Typhoons Saudel and Gaenari.
