The defence ministry intends to resubmit the programme in a supplementary budget that could be reviewed by the cabinet within days before being sent to the legislature. The proposal calls for NT$36.1 billion (approximately US$1.13 billion) to produce two Strong Bow launchers and 128 interceptor missiles.

System Capabilities and Technical Features

Strong Bow, also known as Tien Kung IV, is a land-based, mid-tier ABM designed to engage incoming missiles at altitudes of at least 70 km (43 miles), surpassing the reach of Taiwan’s existing Patriot and Tien Kung III batteries. The vertically launched missile employs a two-stage solid-fuel rocket motor, achieving hypersonic speeds. Guidance combines inertial navigation with radar uplink corrections during mid-course flight, transitioning to an active seeker in the terminal phase. An active electronically scanned array (AESA) radar provides target tracking and fire-control.

Background and Strategic Context

The unveiling follows a period of heightened pressure from Beijing, which has increased Taiwan’s perceived need for robust air-defence capabilities. The Strong Bow system was omitted from a pared-back special defence spending package approved by the opposition-controlled legislature in May, prompting the current effort to secure dedicated funding.

Official Government Position

The defence ministry has indicated that the supplementary budget could be considered by the cabinet as early as Thursday, after which it will be forwarded to lawmakers for approval. NCSIST’s disclosure of the system’s specifications is intended to support the funding request by demonstrating the platform’s advanced performance.

If funded, the Strong Bow system would augment Taiwan’s layered missile-defence architecture, offering higher-altitude interception capability than current assets.
