Historical Context

President Bill Clinton signed the Illegal Immigration Reform and Immigrant Responsibility Act in 1996, creating the 287(g) partnership that lets state and local officers act as immigration agents under ICE. The law expanded expedited removal, mandatory detention and authorized new border fencing, raising deportations from about 50,000 to over 200,000 by the 2000s.
