Historical Context

In 1980 the Iran-Iraq war sparked a tanker war, and by May 1981 Iraq began targeting ships to Iran’s ports. After Iraq’s attacks on Kuwaiti tankers, the United States re-flagged them on 7 March 1987 and launched Operation Earnest Will (24 July 1987-26 Sept 1988), deploying 13 warships to escort 180 merchant vessels at a cost of $1.5 billion. The convoy’s success set the stage for U.S. strikes such as Nimble Archer and Praying Mantis.
