In a town incorporated as a borough in 1868, five new reservoirs were built within the following 40 years, and the municipality took over additional reservoirs previously managed by ad-hoc commissions. By 1897 that town was among 610 urban councils that operated their own water undertakings, delivering water through 240 miles of mains. The tradition of public water works continued into the late 20th century; in 1971 Queen Elizabeth opened Scammonden dam, a joint venture of Huddersfield Corporation Waterworks and the Ministry of Transport that also carries the trans-Pennine M62 motorway.

Proposed Modern Solutions

David Griffiths endorses Sheila Carey-Thomas’s idea of integrating communal underground water storage into new housing estates, taking advantage of wet springs. Kevin Whately adds that heat-exchange shafts could be sunk alongside these reservoirs, allowing underground heat to be harvested for residential heating. Whately also suggests locating future data centres near such estates so that cooling water from the centres can be repurposed to heat homes, creating a circular water-energy system without substantially raising construction costs.
