Historical Context

In 1987, after Iraq’s attacks and Kuwait’s request, the United Nations adopted Resolution 598, prompting the United States to re-flag Kuwaiti tankers and launch Operation Earnest Will. From 24 July 1987 to 26 September 1988 the U.S. Seventh Fleet escorted convoys with more than 30 warships, SEAL teams and aircraft, sharply reducing Iranian attacks. The pressure helped Iran accept the July 1988 cease-fire that ended the eight-year Iran-Iraq war.
