The Trump administration is ending two of the three U.S. Department of Agriculture (USDA) research projects that study cyclospora, a food-borne parasite that has sickened more than 17,000 Americans from May 1 to August 24. Congress omitted funding for the two projects located at the Beltsville Agricultural Research Center (BARC) in the FY 2026 Agriculture Appropriations Act. The remaining project is slated to move from Maryland to Iowa this fall, but all scientists currently working on the parasite have declined to relocate, according to USDA employees and internal documents.

Background of the Outbreak and Research Infrastructure

Cyclospora infections have surged across 48 states and Washington, D.C., with the Centers for Disease Control and Prevention (CDC) reporting over 17,000 confirmed cases and an additional 11,844 cases pending further investigation. The USDA’s Agricultural Research Service (ARS) previously relied on BARC’s food-safety laboratory—modernized with a $32 million renovation in 2022—to develop models, surrogates, and training for parasitology researchers.

Concerns from Scientists and Industry Groups

Scientists familiar with the situation warn that the loss of BARC’s facilities will create a “big knowledge gap” as senior parasitologists retire and younger researchers leave ARS. Joelle Mosso, associate vice president for science growers at the Western Growers Association, emphasized that building expertise in parasite research takes decades. Union representatives and experts such as Barbara Kowalcyk, associate professor at George Washington’s Milken Institute of Public Health, raised safety concerns about transporting frozen isolates across the country. Former FDA Center for Food Safety director Susan Mayne described cyclospora as “a uniquely challenging organism,” noting that current scientific capacity is limited.

Potential Implications for Food Safety

The defunding and relocation of cyclospora research could hinder the USDA’s ability to supply samples and expertise to other federal agencies investigating the outbreak. Private institutions that depend on ARS-provided specimens may face delays, and the reduced research capacity could slow future identification of contamination sources, potentially prolonging the public-health response to cyclospora and similar food-borne threats.
