The Blast and Immediate Aftermath
On January 1 2026, at about 9:40 a.m., an improvised explosive device detonated near the outer wall of the Nalagarh police station in Solan district, Himachal Pradesh. The blast created a two-foot crater, shattered glass up to 40 metres away and damaged nearby windows, including those of an Army canteen, but caused no fatalities. Himachal police registered FIR No. 02/2026 on the day of the explosion.
Investigation Findings and Emerging Network
The National Investigation Agency (NIA) assumed control of the case and, on May 8, re-registered it as RC-27/2026/NIA/DLI under the Bharatiya Nyaya Sanhita, the Explosive Substances Act and the Unlawful Activities (Prevention) Act. Early claims of responsibility came from Babbar Khalsa International and the Punjab Sovereignty Alliance, which cited synthetic-drug trafficking from the Baddi-Nalagarh corridor as a motive. Punjab police dismissed the drug angle as a cover, arguing that ideology was a front and monetary gain the true driver.
A breakthrough originated from an NDPS case at Rahon police station, Shaheed Bhagat Singh Nagar. On January 29, Punjab police arrested Shamsher Singh (Sheru/Kamal) and Pardeep Singh (Deepu) and recovered an unused IED. According to the police, on December 31 2025 the two men and two others transported a live IED from Punjab to Himachal, which was used in the January 1 blast.
Further counter-intelligence actions on February 22 led to the arrest of Mahavir Kumar (Kaka) and Manpreet Singh (Mani) in SBS Nagar, during which a 9 mm Glock and four live cartridges were seized. Punjab DGP Gaurav Yadav said the seized material, including RDX-based IEDs and hand grenades, originated from foreign handlers identified as Gopi Nawanshahria, Jassi Kulam and Shushant Chopra. Six additional suspects linked to equipment movement had already been detained.
First NIA Arrests
The NIA’s first arrests occurred on August 13-14, when Mahavir Kumar, Ajay Mehra and Manpreet Singh were presented before the Special NIA Court in Shimla. The court ordered eight days of police custody for Kumar and Mehra and placed Singh in judicial custody. NIA officials described these arrests as the initial step in dismantling a larger conspiracy, noting that other participants remain unidentified.
Legal Proceedings and Broader Impact
With the case now under the jurisdiction of a special NIA court, the investigation proceeds under multiple anti-terror statutes. The incident transformed a local crime matter into a federal terror probe, underscoring cross-state terrorist linkages and the intersection of extremist networks with drug-trafficking routes.
