History

Historical Context

Russia’s 27 February 2014 seizure of Crimea triggered a UN General Assembly vote (100-11-58) condemning the referendum and led the EU to suspend talks and later create the European Peace Facility in 2021. NATO also halted civilian-military cooperation with Russia. Building on that precedent, EU defence ministers in August 2026 called for €2 billion to replace interceptors after hundreds of missile attacks on Ukraine.
