Historical Context

After the EU-Turkey migration pact took effect on 20 March 2016, the bloc paid Turkey €6 billion to return irregular migrants and curb sea crossings. That external-return model deepened functional EU-Turkey cooperation and exposed gaps in the Common European Asylum System. Denmark and four other EU states now plan similar “return hubs” with Rwanda and Uganda, funded at over €670 million.
