Who Receives the Payment and How Much
The Department for Work and Pensions (Department for Work and Pensions’ (DWP)) states that anyone born on or before June 27, 1960 and resident in England, Wales or Northern Ireland qualifies for the winter fuel payment. Payments range from £100 to £300 depending on individual circumstances. Eligible pensioners are normally paid automatically in November or December. Households with an annual income above £35,000 are excluded; the DWP adds that any such payment will be reclaimed by HM Revenue & Customs (HMRC).
Automatic Payment and Tax Repayment Mechanism
HMRC has begun contacting more than one million pensioners who received the 2026-27 payment, informing them that the amount will be recovered through the PAYE system over the tax year. For recipients under 80, the repayment is spread as a deduction of about £17 per month; for those 80 and older, the deduction is roughly £25 per month. Individuals who complete a self-assessment tax return must also report the payment on their forms.
Groups Excluded from Automatic Payment
Four specific categories are ineligible, as outlined on September 27, 2026:
- Residents who usually live outside England, Wales or Northern Ireland;
- People who were in hospital for an entire week in September;
- Those whose immigration permission expressly bars claims to public funds;
- Individuals who were in prison for the whole week of 21 to 27 September 2026.
A further exclusion applies to care-home residents: if the person receives Universal Credit, Pension Credit or Employment and Support Allowance (ESA) and has lived full-time in a care home since June 29 (or earlier), they are not eligible.
Claim Requirements and Deadlines
While most pensioners receive the payment automatically, two groups must submit a claim. According to the DWP, anyone who has not previously received a winter fuel payment because they deferred their State Pension must claim. The deadline for the 2025-26 payment was March 31, 2026. For the 2026-27 cycle, claims open on September 21, 2026, with full instructions to be published at that time. Eligible claimants will receive a letter in October or November detailing the amount and payment schedule.
Why the Scheme Matters
The energy price cap is set to rise 4 % on October 1 and remain in effect until December 31, increasing the average household’s annual energy cost to £1,723. By expanding the winter fuel payment after a 2024 restriction, the government aims to offset higher heating bills for low-income pensioners during the colder months.
