UK Moves Toward Trade Ban on Israeli Settlement Goods

The United Kingdom is preparing a package that would prohibit the import of goods produced in Israeli settlements deemed unlawful under international law. Foreign Secretary Ed Miliband has said the policy is intended to strengthen the UK’s stance after reports of continued aid flows into Gaza. The details of the ban are expected to be announced on Tuesday, and the package is also said to consider extending restrictions to services, intelligence cooperation, arms licences and certain flights from RAF Akrotiri in Cyprus.

The move follows the International Court of Justice’s 2024 advisory opinion that Israel’s presence in the occupied territories is “unlawful in its entirety” and that all states have an obligation not to recognise or support the situation. UN special rapporteur Francesca Albanese highlighted that a trade ban must be part of a broader “paradigm shift” to give effect to that opinion. She noted that previous UK action came in September 2024, when former foreign secretary David Lammy withdrew most arms-export licences to Israel.

Albanese described the proposed ban as “absolutely important” and warned that a narrow focus on a limited range of products would be insufficient, since settlement-related goods such as agricultural products and cosmetics represent only a small share of the occupation’s economic base. She also urged the UK to join South Africa before the ICJ and to support Nicaragua’s case against Germany’s arms sales to Israel, framing the issue as a test of the alliance’s commitment to rule-of-law principles.

U.S. ambassador to Israel Mike Huckabee posted on X that the UK’s policy reflects “Jew hate” and accused Downing Street of acting without factual basis. His comment omitted the fact that Miliband is himself Jewish. Palestinian groups in Britain have said they will withhold judgment until the full policy details are released, emphasizing the need for concrete measures rather than symbolic gestures.
