After 9-year-old Amber Hagerman was abducted and killed in Texas on January 13 1996, the Texas Department of Public Safety funded a $1.5 million pilot and Congress backed the first Amber Alert system, which within a year reached five states and issued more than 1,000 alerts. By 2005 all states participated, enabling today’s California Highway Patrol alert for 14-year-old Diana Galvez Ortega.
