Historical Context

In August 1998 the Taliban captured Mazar-i-Sharif, installed governor Mullah Abdul Manan Niazi and ordered the mass killing of Shia Hazara civilians in revenge for Abdul Malik Pahlawan’s 1997 massacre of Taliban prisoners. Human Rights Watch estimates about 8,000 noncombatants were killed, a trauma that echoes in today’s eviction of Shia scholars from Kabul’s Khatam al-Nabieen seminary.
