Research commissioned by Ordnance Survey (OS), the Met Office and data-analysis firm 4 Earth Intelligence has produced a heat-vulnerability index for all 71 cities granted royal charter in England, Scotland and Wales. The index combines observed temperatures with built-environment characteristics and climate projections, scoring each city on a 1-to-5 scale where 3-4 indicates high vulnerability and 4-5 severe. By 2040 the analysis predicts every city will reach high vulnerability, and by the end of the century almost two-thirds could be classified as severely vulnerable. Concrete, asphalt and other hard surfaces can make urban areas up to 10 °C hotter than surrounding countryside, especially where tree cover, green space and waterways are scarce.
Key Findings and Rankings
Portsmouth, with a population of about 208,000, is identified as the most heat-vulnerable city today and is projected to remain at the top of the list through 2100. The City of Westminster, Plymouth, Leicester and Exeter also rank among the most severe cases for the century’s end. Leicester is expected to climb from 10th place now to fourth by 2100, while Exeter, Nottingham, Bristol and Brighton & Hove enter the top-ten most vulnerable. In contrast, Milton Keynes ranks 69th, showing the lowest built-environment vulnerability and the most effective natural cooling, thanks to roughly 46 sq km of natural surfaces versus about 40 sq km of hard surfaces.
Implications for Health, Services and the Economy
Extreme and sustained heat can strain public health, reduce comfort in homes and workplaces, and increase demand on transport, energy and emergency services. A study commissioned by the mayor of London estimated the total economic cost of the 2022 London heatwaves at £1.5 billion, encompassing productivity losses, health impacts, education disruption, higher energy use, transport delays and emergency-service expenditures. Areas of deprivation often overlap with neighborhoods lacking green space, amplifying social-equity concerns.
