China Sets Four-Fold Goal for AI Computing Capacity by 2030

On Monday, the Ministry of Industry and Information Technology (MIIT) released a five-year industry plan that targets 9,800 exa-floating-point operations per second (eflops) of intelligent computing capacity by 2030. The plan calls for the “orderly deployment” of AI computing clusters containing at least 10,000 graphics-processing cards, and for the construction of larger clusters with 100,000 or more accelerator cards. To fund the expansion, the government earmarks 3.8 trillion yuan (about US $532 billion) in cumulative information-infrastructure investment for the 2026-2030 period.
Current Capacity and Growth Trajectory
MIIT data show that China’s intelligent-computing capacity reached 2,185 eflops by the end of June, a 177 percent increase from the previous year. The National Data Administration reported that capacity rose to roughly 2,450 eflops by the end of July. The country has already built 52 facilities each equipped with more than 10,000 accelerator cards, meaning the 2030 target will require more than a four-fold increase over the June level.
Infrastructure Strategy
The plan builds on the “East Data, West Computing” initiative launched in 2022, which aims to relocate power-intensive workloads from densely populated eastern provinces to western regions with cheaper land and abundant energy. China has organized a network centered on eight national computing hubs, ten data-centre clusters, and three coordination regions that align computing facilities with power supplies. The strategy also emphasizes adapting infrastructure to domestically produced computing chips.

By dramatically expanding AI-focused hardware, the government seeks to underpin its broader artificial-intelligence ambitions and reduce reliance on foreign technology. Shifting workloads westward is expected to alleviate energy pressure in the east while leveraging the lower operating costs of western sites.
