Historical Context

In August 1961 East German leader Walter Ulbricht, backed by Soviet premier Nikita Khrushchev, ordered the 155-km Berlin Wall, sealing the border on 13 August and ending a flow of 3.5 million defectors. Inspired by that Cold-War barrier, Finland’s interior minister Mari Rantanen approved a 200-km, €356 million fence to counter renewed Russian pressure, prompting NATO and EU debates on collective defence.
