Results show that the majority of MPAs do not exhibit the expected rebound in fish biomass, suggesting limited real-world recovery. Although MPAs have been shown in other research to deliver lasting benefits such as restoring fish and shark numbers, the current findings highlight that ongoing fishing within many protected zones hampers full ecosystem recovery. This discrepancy risks overestimating the health of ocean habitats and may mask continued deterioration beneath the surface.

The authors argue that improving both the legal definition of MPAs and on-the-ground enforcement is essential. They call for a coordinated, long-term monitoring strategy that tracks marine species underwater, both inside and outside protected zones, to ensure that conservation targets reflect actual ecological progress rather than nominal coverage.
