New Leaf Collection Policy Takes Effect

How Residents Must Dispose of Leaves
The city permits a maximum of 15 biodegradable bags per curbside location and up to five bundles of twigs. Five free bags are available at the Wilders Grove Solid Waste Services Facility, 630 Beacon Lake Drive; additional bags must be bought at local hardware or garden stores, including Target and Walmart. City Rationale and Expected Benefits
The City of Raleigh stated on its website that the change will keep streets, bike lanes, sidewalks, and storm drains cleaner, reduce debris left behind after pickups, and lessen the risk of water-quality problems caused by decaying yard waste. Officials added that the new system frees crews for other key services.
Resident Opposition
Some homeowners have criticized the policy as an added expense. Matthew Sparks, a Raleigh resident, said, “The city doesn’t want to do something we already pay them to do, and they’ve already purchased equipment to do it.” Caroline Sparks, a mother of a three-and-a-half-year-old, expressed frustration about the extra step required to manage leaves.
