New Labour created the Social Exclusion Unit on 8 December 1997 within Office of the Deputy Prime Minister to tackle poverty. Bridget Phillipson’s 2024 proposal revives mandate, imposing a duty on bodies to consider low-income families across England, Scotland and Wales.
