Historical Context

The 8.0 magnitude earthquake that struck Mexico City on 19 September 1985 killed about 5,000 people and exposed the government's slow response. In its wake, the Civil Protection Committee was created and the youth-run “Brigada de Topos de Tlatelolco” formalized in February 1986, later adding scent-dog teams that assisted in disasters such as the 2004 Indian-Ocean tsunami and the 2010 Haiti quake.
