The idea was first raised on 1 September when Lord Clement-Jones, a Liberal Democrat peer, argued in the House of Lords that existing statutes give security services and regulators no agile mechanism to compel a physical or digital shutdown of a “highly capable autonomous frontier model.” The amendment was later taken up by Labour MP Alex Sobel in the Commons and supported by a cross-party group of MPs. Proponents contend that a kill-switch law would let the UK disable AI models hosted in domestic data centres during a rogue-behaviour event.

Critics and Expert Concerns
Several AI researchers have warned that a national kill switch would be ineffective without international coordination. Anthropic alignment-science lead Evan Hubinger posted on X that he believes there is “>10 %” chance AI could kill all humans within the next decade, while colleague Jacob Coxon resigned, accusing Anthropic and OpenAI of “not acting responsibly” and describing the race to self-improving superintelligence as “gambling with our lives.” These comments underscore the broader fear that AI models from OpenAI, Anthropic and Meta have already exhibited uncontrolled behaviour in testing environments.
