Core Spending Package

The Tamil Nadu government announced a Rs 79,219.06 crore spending commitment for its first full-year budget. Capital outlays total Rs 57,703 crore for power-sector upgrades, new infrastructure and a new Assembly-Secretariat complex. Recurring welfare measures exceed Rs 8,500 crore annually.

Background & Context

Formed in May 2026, the TVK administration presented its maiden budget after a 28-day session that concluded on September 8. The government pledged fiscal prudence while targeting a $1.5 trillion economy by 2036 and created an economic advisory council chaired by Montek Singh Ahluwalia to generate an additional Rs 15,000 crore this year.

Criticism & Opposition

Edappadi K Palaniswami, AIADMK general secretary, accused the administration of locating the new Secretariat-Assembly complex near the chief minister’s residence and called the Rs 1,200 crore outlay “vanity”.

Thangam Thennarasu, former finance minister, argued that annual borrowing has risen to Rs 1.22 lakh crore under TVK, up from Rs 1 lakh crore during the previous DMK tenure. He highlighted a Rs 3,000 crore cut in capital spending and a Rs 7,000 crore widening of the revenue deficit, noting the budget’s silence on promised welfare schemes for women, youth and unconditional farm-loan waivers.

Opposition leaders warned that the scale of spending could deepen the state’s debt burden and push the revenue deficit beyond sustainable limits.
