History

Historical Context

In the 2000s China tightened export quotas, cutting rare-earth shipments to Japan in 2010 and lowering its share from about 40% to 30% of global trade. The United States, EU and Japan sued China at the WTO in 2012, leading to a 2014 ruling that forced China to lift quotas by 2015. Those disputes spurred efforts to diversify supply chains and shape coordinated mineral policies.
