Historical Context

In the 1990-91 Gulf War Iraq launched 46 Scud missiles at Saudi Arabia, killing 28 U.S. soldiers and briefly disrupting oil flow. Iraq also attempted a strike on the Ras Tanura oil complex, the war’s only offensive Iraqi air raid on Saudi soil.
