On May 28 2008 the Arctic Five—Canada, Denmark, Norway, Russia and the United States—adopted the Ilulissat Declaration after a May 27-29 conference in Greenland. Prompted by rapid sea-ice loss and Russia’s 2007 seabed flag claim, the pact reaffirmed UNCLOS, pledged joint scientific monitoring and emergency response, and established a cooperative baseline that now underpins newer security and development initiatives in the high north.
