History

Historical Context

In 1991 the eight Arctic states signed the Arctic Environmental Protection Strategy, leading to the 1996 Ottawa Declaration that created the Arctic Council for environmental cooperation. The Council’s binding treaty, the 2011 Search and Rescue Agreement, followed as members, especially Russia, expanded defence and continued joint research on oil and gas. Today EU and NATO use this framework for Arctic security and energy coordination.
