Historical Context

In August 2014 Canada and the EU finished CETA talks, and on 30 October 2016 Prime Minister Justin Trudeau signed the pact with EU Commission President Jean-Claude Juncker and Trade Minister Chrystia Freeland. Provisional application began 21 September 2017, removing 98 % of tariffs. Now, Prime Minister Mark Carney’s 2026 “unique alliance” proposal builds on that framework, urging deeper economic and security ties and prompting the United States to reassess its trade approach.
