Audit Findings and Legal Framework

The audit’s discovery triggered a charge under Saskatchewan’s Local Authority Freedom of Information and Protection of Privacy Act (LAFOIP). The province’s Attorney General chose not to pursue a criminal recommendation but authorized the offence under the privacy statute. If convicted, the offence carries a maximum penalty of a $50,000 fine, up to one year of imprisonment, or both.

Police chief Davies emphasized that the incident reflects the service’s internal safeguards, noting that the audit detected the misuse promptly. He warned that any privacy breach will be “dealt with harshly” and highlighted the oath of secrecy required of new hires. Davies also pointed out that roughly 150 civilian staff members have the ability to access the same internal databases, underscoring the breadth of potential exposure.

Potential Penalties and Access Restrictions

Following the charge, RPS has reassigned Caza to a role that no longer permits database access while disciplinary and court proceedings continue. The maximum statutory penalties illustrate the seriousness with which Saskatchewan treats unauthorized privacy violations.
