Historical Context

In October 1997 the Swedish Parliament adopted Vision Zero, targeting zero traffic deaths by 2020 and later by 2050. The program helped cut fatalities from 541 in 1997 to 355 in 2009, a 34 percent decline. Toronto, which began its own Vision Zero effort in 2016 and expanded it in 2019, announced a 2024 “Vision Zero Reimagined” with citywide 20 mph limits and stricter enforcement.
