The Immigration and Asylum Act 1999 created a dispersal system for asylum seekers, extending the 1971 Immigration Act whose provisions later attracted European Court of Human Rights scrutiny. Asylum applications peaked at 84,130 in 2002, and in September 2026 Piddington villagers led by Mayor Andy Burnham and activist Jamie Perkin held a referendum to block a plan to convert the Bicester military site into refugee housing.
