Federal officials have linked the worsening condition of the Colorado River system to the lowest snowpack on record during the 2025-26 winter, a multidecadal drought, historically low runoff, and persistent water demand. In August, the Bureau of Reclamation reported that Lake Powell and Lake Mead—America’s two largest reservoirs—reached record-low elevations, with Lake Powell at roughly 21 percent capacity (about 5,088,570 acre-feet) and Lake Mead at 26 percent capacity.

Planned Releases and Cumulative Volumes

Since April, the Bureau of Reclamation has moved approximately 450,000 acre-feet from Flaming Gorge Reservoir. Officials plan an additional 550,000 acre-feet to be released by April 2027, bringing the total to 1 million acre-feet. The agency has indicated that these releases, combined with reduced outflows from Lake Powell, are intended to contribute roughly 2.48 million acre-feet to Lake Powell’s storage, helping to keep the lake’s surface above 3,510 feet while Glen Canyon Dam continues to send 6–7 million acre-feet downstream each year.

Local Economic and Recreational Impacts

Changes in Flaming Gorge’s water level affect marina operations, boat access, and fishing. Jen Valdez, owner of Buckboard Marina, expressed concern that declining water will increase the distance between the marina and the water’s edge, potentially limiting launch opportunities for boaters and affecting businesses that rely on recreation-related tourism.

Official Outlook and Projections

A Bureau of Reclamation spokesperson described the releases as a continuation of drought-response measures announced in April, emphasizing their role in managing reservoir levels, protecting downstream infrastructure, and addressing urgent water-supply needs. Sarah Porter, director of the Kyl Center for Water Policy at Arizona State University, noted that while a single strong winter could raise reservoir levels, the long-term trend of declining storage will likely require more than one favorable season to stabilize the system.

Why It Matters

The Colorado River supports municipal water for roughly 40 million people, irrigates 5.5 million acres of farmland, and generates over 8 billion kilowatt-hours of hydroelectric power annually—enough for about 700,000 homes. The emergency releases from Flaming Gorge represent a short-term trade-off: they aim to bolster Lake Powell’s storage and downstream reliability while imposing localized economic and recreational costs on communities around Flaming Gorge.
