Operation Cast Lead in December 2008-January 2009 saw Israel destroy about 46,000 homes and kill roughly 1,300 Palestinians. A UN satellite survey later counted 2,692 severely damaged buildings, and the UNDP warned the loss of livelihoods would linger. Since the 2007 blockade, Israel has kept construction equipment out of Gaza, a restriction now repeated in Tal al-Hawa.
