Amnesty International accuses Iran of crimes against humanity in 2022 protest crackdown

The report and its findings
Amnesty International released a 1,000-plus-page report titled *Architects of Atrocities: State Machinery Orchestrating Crimes Against Humanity in Iran’s 2022 Woman Life Freedom Uprising*. It concludes that Iranian authorities committed crimes against humanity while suppressing the nationwide protests that began after the death of Mahsa Amini. The organization identified 87 officials—from senior security leaders to provincial officers—as responsible for murder, torture, rape, enforced disappearance, imprisonment and persecution on political, gender, ethnic and religious grounds.
Background to the 2022 Woman, Life, Freedom uprising
Mahsa Amini, a 22-year-old Kurdish woman, died on September 16, 2022 after being detained by Iran’s morality police for “unsuitable attire.” Her death sparked the “Woman, Life, Freedom” movement, which saw hundreds of thousands take to the streets for three months. The protests were met with lethal force, and a later wave of demonstrations in January 2026 was suppressed similarly.
Data and statistics
- Deaths: Amnesty documented 377 protesters and bystanders killed in the 2022 crackdown, including 56 children. At least 326 of those deaths were caused directly by security forces.
- Ethnic targeting: Kurdish and Baluchi communities accounted for roughly 62 % of the recorded fatalities despite representing a small fraction of Iran’s population.
- Officials named: The 87 individuals include 10 national-level officials and 77 regional, provincial and county officials. Among them are former Supreme Leader Ali Khamenei, former Chief of Staff Mohammad Bagheri, former Interior Minister Ahmad Vahidi and 25 Ministry of Interior officials. Six of the listed officials were killed in U.S.–Israeli airstrikes later in the conflict.
- Evidence base: The report draws on 270 interviews, more than 2,000 videos, court rulings, forensic documents and leaked orders.
Official statements & responses
Amnesty’s Secretary General Agnès Callamard urged the United Nations General Assembly to create an international criminal-justice mechanism and asked the UN Security Council to refer the situation to the International Criminal Court. Iran’s Supreme Leader Mojtaba Khamenei and senior security officials have not responded to the findings.

What’s next
Amnesty is calling on national prosecutors to pursue universal-jurisdiction cases and on the UN General Assembly to adopt a resolution establishing an international criminal-justice mechanism for Iran.
