Context of the Colorado River Basin
The Colorado River, stretching roughly 1,400 miles, supplies municipal water, hydropower, recreation, wildlife habitat, and agricultural irrigation across seven U.S. states—Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming—and parts of Mexico. A record-low winter snowpack in the 2025-2026 basin season led the U.S. Bureau of Reclamation to report that the combined storage of the system’s two largest reservoirs is now lower than at any time since before Lake Powell began filling in 1963.
Key Projections and Numbers
The Bureau’s September 2026 “most probable” 24-Month Study, which assumes a 6 million-acre-foot release from Lake Powell in the 2027 operating year, forecasts a roughly 40-foot decline in Lake Mead’s elevation over the next two years. Under this scenario, Lake Mead is expected to drop to 1,007.38 feet by July 2027, rise modestly to 1,020.51 feet by February 2028, then fall again to 998.40 feet in August 2028. Conversely, Lake Powell could climb to 3,542 feet in June 2027, dip to 3,518.08 feet in March 2028, and rise to 3,558.44 feet by June 2028. Current observations place Lake Powell near 3,516.62 feet and Lake Mead at 1,038.51 feet.
Bureau of Reclamation Mitigation Measures
In April, the agency announced actions intended to protect Lake Powell and the Glen Canyon Dam infrastructure. It plans to add up to about 2.48 million acre-feet to Powell through two steps: releasing between 660,000 and 1 million acre-feet from Flaming Gorge Reservoir between April 2026 and April 2027, and reducing the annual volume scheduled to flow from Powell toward Mead by 1.48 million acre-feet, lowering the release from 7.48 million to 6 million acre-feet through September 2026.
Perspectives on System Stability
Sarah Porter, director of the Kyl Center for Water Policy at Arizona State University, described the record-low levels as “discouraging but not surprising,” noting that while a heavy snowpack could provide some recovery, the long-term trend of declining elevations over the past quarter-century will not be reversed by a single good winter.

The projected fluctuations underscore the vulnerability of the Colorado River system to climate variability and water-use demands. The Bureau’s planned water transfers aim to avert operational issues at Glen Canyon Dam, but the broader trajectory suggests continued challenges for water supply, power generation, and ecosystem health across the basin.
