In September 1969 Prime Minister Indira Gandhi inaugurated the National Service Scheme, the birth-centenary year of Mahatma Gandhi, with 37 universities and roughly 40,000 student volunteers. The 1959 National Service Committee chaired by C.D. Deshmukh shaped its nine-month service model, and the programme expanded to millions, becoming fully government-funded in 2016-17. Modi’s 2026 Seva Sankalp Abhiyan adopts this model for bike rallies, blood-donation and cleanliness drives nationwide.
