History

Historical Context

After the Lisbon Treaty entered into force on 1 December 2009, the EU gained a legal basis for a common security and defence policy and the European Defence Agency began coordinating €150 billion of pooled projects. Building on that framework, the 2026 EU-Canada SAFE associate agreement, endorsed by the European Parliament and Council, expands the €800 billion ReArm Europe procurement to include Canada.
