Historical Context

During 2009 Pakistan experienced a surge of vehicle-borne suicide attacks, highlighted by the May 27 Lahore police headquarters bombing that killed at least 35 and the September 18 Kohat-Hangu road blast that left 33 dead. The Tehrik-i-Taliban Pakistan claimed many of these assaults, and the Pakistan Security Report recorded a record 2,586 incidents that year, killing 3,021 people.
