On September 18, Russian forces struck the northeastern Ukrainian city of Balakliia in the Kharkiv region. Vitali Karabanov, head of the city’s military administration, reported that the strike killed two civilians and injured two others, who were taken to hospital for treatment. The explosion ignited a fire in a suburban neighborhood and caused damage to private homes, including broken windows and roof damage.

Background of Balakliia in the Conflict

Balakliia was seized by Russian troops during the early weeks of Moscow’s full-scale invasion that began in February 2022. Ukrainian forces recaptured the city later that year as part of a large counteroffensive. Both sides have repeatedly denied deliberately targeting civilians in the ongoing war.

Recent Prior Strikes

A separate attack occurred around 23:00 on September 17, when two shells hit a Balakliia neighborhood. Vitalii Karabanov, head of the Balakliia City Military Administration, said the strike damaged private houses and outbuildings but resulted in no casualties. Earlier, on August 12, Russian missiles shelled the residential sector of Balakliia twice, injuring three people and causing fires that damaged multi-story and private houses.

Damage and Human Impact

The September 18 strike left two dead and two injured, while the September 17 shelling caused structural damage without fatalities. UNN reported that one private house suffered significant damage and the window glazing of ten households was broken. The attacks have left residents coping with loss of life, injuries, and the destruction of homes.
