Washington’s airspace is among the nation’s busiest and drew heightened scrutiny after the January 2025 mid-air collision between a commercial jet and an Army Black Hawk helicopter that killed 67 people. The National Transportation Safety Board assigned part of the blame to the FAA for procedural failures. In response, the Trump administration announced a phased rollout of SMART as the first step toward a nationwide deployment covering the 29 million square-mile U.S. airspace. The program is budgeted at up to $875 million over 12 years, with full national implementation targeted for 2028.
