In August 1998 President Clinton ordered Operation Infinite Reach, striking the Al-Shifa pharmaceutical plant in Khartoum after the embassy bombings in Kenya and Tanzania. The plant, opened 12 July 1997, supplied more than half Sudan’s medicines and employed about 300 workers; the missile attack killed one employee and wounded eleven, prompting congressional oversight and lasting debate over U.S. civilian casualties.
