After Secretary of Defense Chuck Hagel’s 2014 “Third Offset” warned that AI would reshape warfare, the DoD raised AI, big-data and cloud spending to $7.4 billion by 2016. The Joint Artificial Intelligence Center was created in June 2018 to embed AI across combat systems, and in February 2022 it merged into the Chief Digital and Artificial Intelligence Office, centralizing the department’s AI push.
