Supply Disruptions and Inventory Pressures
War-related damage to oil refineries in the Middle East and Ukraine has reduced global refining capacity, while Red Sea disruptions have limited Saudi diesel shipments. Middle-East diesel exports fell to roughly 800,000 bpd, about half the volume shipped in the same period a year earlier, and the region supplied ? 41 % of Europe’s diesel imports in 2025. Russia halted diesel exports in July after Ukrainian drone attacks curtailed its refinery output.
In Europe, inventories at the Amsterdam-Rotterdam-Antwerp hub were at their lowest seasonal level on September 10, and overall diesel stocks sit at 96.97 million barrels, roughly 15 % below the five-year September average. In Asia, diesel swaps eased to around $180 a barrel on September 18, still twice pre-war levels. China’s diesel exports dropped 26 % in April-June due to a government export limit, then rebounded to a near-2½-year high of 320,000 bpd in August, easing domestic stock pressures.
