In April 1948 the UN Security Council adopted Resolution 47, expanding the UNCIP to five members and ordering Pakistan to withdraw fighters and India to reduce troops before a plebiscite. The commission’s mediation produced a cease-fire signed on 1 January 1949 that held through the year. The OIC Contact Group’s 2024 communiqué, led by Secretary-General Ismail Ould Cheikh Ahmed, repeats the 1948 self-determination call.
