EU Commission to Formalise Albania’s 2027 Accession Roadmap

The European Commission is drafting a roadmap that will formally recognise Albania’s aim to close all EU accession negotiating chapters by the end of 2027. Prime Minister Edi Rama and senior Albanian officials have repeatedly presented the 2027 deadline as a plan agreed with the Commission. The roadmap will list the priority reforms Albania must deliver to bridge the remaining accession gaps.

Historically, the EU has avoided setting fixed dates for candidate countries, emphasizing a merit-based process. The Commission’s new “roadmaps” echo the 2002 enlargement strategy that guided the rapid accession of ten states in 2004. In her recent State of the Union address to the European Parliament, Commission President Ursula von der Leyen announced roadmaps for candidates that have made the most progress, naming Ukraine, Moldova and the Western Balkans as examples.

Enlargement Commissioner Marta Kos reiterated that “enlargement doesn’t work with dates,” but noted that as a candidate approaches the technical end of negotiations, the EU can provide clearer timelines. Von der Leyen said the Commission will soon propose roadmaps for the most-advanced candidates, signalling a shift toward more concrete scheduling for Albania and its peers. The forthcoming roadmap will also incorporate a “closing-benchmark assessment” focused on justice, the rule of law and other fundamental criteria.
