Trump Administration Moves to Spend Nearly All Ukraine Aid Before Fiscal Deadline

Congress approved a $400 million Ukraine Security Assistance Initiative (USAI) package in December 2025 to fund military aid for Kyiv. The aid has been a point of contention in Congress, with members of both parties criticizing delays in its deployment.

Three sources familiar with the plan said the administration has already obligated $307 million of the USAI funds and intends to lock in the remaining $93 million before the fiscal year ends on September 30. The Pentagon, which oversees the USAI program, declined to comment. The first deliveries—offensive weapons and spare parts for armored vehicles—began this month, and the remaining items are expected to be delivered before October 2029, according to the same sources. The $93 million does not have to be spent by the end of the calendar year, but it will expire if not formally placed under contract by the September 30 deadline.

The Reuters report noted that President Donald Trump met Ukrainian President Volodymyr Zelenskiy at United Nations headquarters in New York, after which Zelenskiy said the two discussed efforts to end the war with Russia, including a potential bilateral cease-fire on energy-related targets. Trump has recently taken a more supportive stance toward Ukraine, signing a license for Kyiv to manufacture Patriot interceptor missiles and endorsing a sanctions bill against Russia.
